The penalty for a first and second violation for smoking or using a small amount of hash or hashish in Harrisburg is a non traffic summary citation with a $75 fine. The court may suspend such a fine if the guilty party agrees to and completes up to 9 hours of community service or whatever number the court deems appropriate.
